Fair Market Rent

"Fair Market Rent, or FMR, is a statistic used by the HUD (U.S. Department of Housing and Urban Development) and local affordable housing organizations to determine rent rates and housing assistance payment amounts for the different assistance programs, like the Housing Choice Voucher Program (Section 8)."

Fair Market Rent (FMR) is an “estimate of the amount of money that would cover gross rents (rent and utility expenses) on 40% of the rental housing units in an area.

FMR rent depends on certain home features like square footage, number of bedrooms, and location.

The information used for this map was downloaded from HUDuser.gov, and it is from 2025.

The rents were downloaded as HUD area codes. Because counties with large populations had more than one HUD area code, the FMR values are the medians.

Studio refers to housing units with no bedroom.

This rule provides for the use of Small Area FMRs, in place of the 50th percentile rent, for certain metropolitan areas, to address high levels of voucher concentration in certain communities.
